The 23rd Congressional District is in northern New York state and includes cities like Potsdam, Watertown, Oswego, Plattsburg and Fulton.

Republican John McHugh was the representative from 2003 to 2009 when he resigned to become the Secretary of Army. Sherwood Boehlert represented the 23rd district for ten years before that and then was redistricted to the 24th district.
