Blackwell's 48th Annual "Worst Dressed" list is topped by Victoria "Posh Spice" Beckham. Blackwell said "In one skinny-mini monstrosity after another, pouty 'Posh' can really wreck-em."
Singer Amy Winehouse with "exploding beehives above, tacky polka-dots below" finished second.
